FAQ
What if I operate without registering with the city hall?
You can't get the license, and the city hall treats you as a non-filing taxpayer, with fines from the day you opened. Your RIF doesn't cover you: each municipality has its own registry.
Why do I need to register if I already have a RIF?
The RIF is national; each municipality has its own taxpayer registry.
How much does it cost?
The professional fee, from $70, covers the full registration; the municipal fee is separate.
Is this the first step?
Yes, you have to be registered as a taxpayer before the license.
Does it apply in any municipality?
Yes, and each city hall has its own ordinance and required documents.
About this procedure
Before your company can apply for the license to operate in a municipality, it has to exist in the eyes of that city hall's tax office, and that happens through registration as a municipal taxpayer. It's the starting procedure: the one that assigns your taxpayer number and brings you into the tax system of the municipality where you'll do business. Without this first step, none of the other municipal procedures, not the business license (patente), not the municipal compliance certificate (solvencia), not the tax filings, has anything to hold on to.
The typical mix-up is thinking that once you have your Registro Mercantil (Commercial Registry) record and your RIF (Venezuelan tax ID), you're ready to open anywhere. You're not: each municipality has its own tax administration, and to operate within its jurisdiction you have to be registered with it. A company that invoices in a municipality without being registered as a taxpayer carries an irregularity from day one that, once the city hall detects it, turns into tax assessments (reparos) and penalties for the undeclared period.
We get you registered and ready for the next step: we gather the documents your municipality's ordinance requires, handle your taxpayer registration with the city hall and leave you with your assigned number so you can move on to the license. The price starts at $70 and is adjusted to your municipality. A lawyer reviews your situation and confirms it with you before we start, no strings attached.
Legal framework and important notes

- It's the first step, before the business license.
- Each municipality has its own tax administration; the national RIF doesn't replace municipal registration.
- The city hall's fee is separate.
