About this procedure

The RUSO, the unified registry of obligated entities, is the registry kept by the Oficina Nacional Contra la Delincuencia Organizada y Financiamiento al Terrorismo (ONCDOFT), Venezuela's national office against organized crime and terrorist financing. It stems from the Ley Orgánica Contra la Delincuencia Organizada y Financiamiento al Terrorismo (Organic Law against Organized Crime and Terrorist Financing) and from the rules the office issued in 2021, and it requires obligated entities that don't have a supervisory body of their own to register. In September 2026, ONCDOFT issued new circulars that moved the registry online and also put the spotlight on lawyers, accountants and real estate agencies that handle transactions for their clients.
This isn't just any form. The registration asks you to identify the owners all the way up to the beneficial owner, the representatives and the board of directors, the powers of attorney, current licenses, a sworn statement and, depending on the case, the proposed compliance officer and audited financial statements. The rules give you 30 days from the day you start operating to apply, and then come the duties that keep it alive: report changes within 30 days and, where applicable, file audited financial statements every year.
We determine whether you're an obligated entity and under which category, put together the complete file, file the registration on ONCDOFT's platform, respond to its observations and leave you with your update and financial statement calendar, if it applies to you. The price starts at $250 and is adjusted to your type of obligated entity. A lawyer reviews your situation and confirms with you before we start, no strings attached.
