About this procedure
The Licencia de Actividades Económicas (business license), which everyone still calls the patente, is the central permit in a business's municipal life: it's the document through which the city hall authorizes you to carry on trade or industry within its jurisdiction. The Constitution gives municipalities authority over this tax, and each city hall regulates it through its business activity tax ordinance (Ordenanza de Impuestos sobre Actividades Económicas) and its clasificador (schedule of activity codes), which sets how much each type of activity pays on its gross revenue. Without a patente, quite simply, you can't operate legally: it's the line between a formal business and one that's out of compliance.
And getting it isn't a stand-alone procedure: it's the point where almost all the prior permits come together. The city hall will require you to be registered as a taxpayer and to have zoning compliance (Conformidad de Uso) for the premises, the municipal compliance certificate (solvencia municipal) and, depending on your line of business, the fire department (Bomberos) and health (Sanidad) certificates. That's why getting the patente is, in practice, building and organizing an entire case file, and a paperwork error, a missing document or a badly chosen activity code in the clasificador is what makes a procedure that should run smoothly stall for months.
