Can I operate without a tourism license?
No. The law requires it before you provide any tourism service, and operating without it exposes you to penalties.
Do I need the RTN first?
Yes. The license is granted to those already listed in the Registro Turístico Nacional.
How long is it valid?
Two years from when it's granted, and then it's renewed.
How much does it cost?
The professional fee from $180 covers the full handling of the license; MINTUR's official fee is separate.
Is it the same for everyone?
No. There are different forms for hotels, posadas, agencies, restaurants, transport and adventure tourism.
About this procedure
The tourism license is the permit through which the Ministerio del Poder Popular para el Turismo (Ministry of Tourism) authorizes you to operate as a tourism service provider. The Ley Orgánica de Turismo is clear: every provider must have it before starting any tourism activity, and it's renewed every two years. Being listed in the Registro Turístico Nacional isn't enough; the RTN identifies you, the license lets you work.
Each type of provider has its own form and its own required documents. A license for a hotel isn't the same as one for a travel agency, a posada (guesthouse), a restaurant, a tourist transport company or an adventure tourism company. Choosing the wrong category, uploading an incomplete document or letting the license expire without renewing it is what turns a routine procedure into months of waiting and a risk of penalties.
